Energy and Mineral Resources Minister Bahlil Lahadalia has addressed the controversy surrounding mining permits in Raja Ampat, West Papua. During a hearing with Commission VII DPR RI on November 11, 2025, Bahlil explained that the mining permits in question were not issued during his tenure as minister. He highlighted that one of the permits is held by PT Gag Nikel, a subsidiary of state-owned PT Aneka Tambang Tbk (ANTM), under a Contract of Work (Kontrak Karya) established in the 1970s.

Historical Context of Mining Operations

Bahlil emphasized that the mining operations in Raja Ampat predate his birth, with the Contract of Work for PT Gag Nikel dating back to the 1970s. He stated, "Ibu saya sama ayah saya belum ketemu, Pak. Barang ini sudah ada. Saya belum ada di muka bumi. Tapi dikaitkan seolah-olah itu saya yang urus," translating to "My mother and father hadn't met yet, sir. This thing already existed. I wasn't even on this earth. But it's being linked as if I was the one who handled it."

Existing Mining Permits

The minister revealed that there are five mining permits (Izin Usaha Pertambangan or IUP) in Raja Ampat. One of these is managed by PT Gag Nikel, which is a subsidiary of Antam. Bahlil's clarification comes amid growing scrutiny over the issuance of mining permits in ecologically sensitive areas like Raja Ampat, known for its rich biodiversity and natural beauty.
