Despite a short implementation timeline, BTN is working aggressively to meet both supply and demand targets, with current disbursements expected to exceed Rp1 trillion by year-end.
PT Bank Tabungan Negara (Persero) Tbk. (BBTN) has set an ambitious target to disburse Rp2 trillion in Housing Program Loans (KPP) by the end of 2025. This initiative is part of the bank's strategic focus on government-backed housing programs, alongside other key initiatives such as People's Business Credit (KUR) for housing and Housing Financing Liquidity Facility (FLPP).
BTN's CEO, Nixon Napitupulu, acknowledged the challenges in meeting the target given the program was only announced in late September 2025, leaving a limited implementation window. Despite this, the bank is working intensively to achieve both supply and demand targets. As of November 2025, BTN is processing loan applications aggressively and expects disbursements to exceed Rp1 trillion by the end of November, with further growth anticipated in December.
The KPP program specifically targets small entrepreneurs and informal sector workers who have previously received KUR or other financing facilities but have not yet owned a home. With Indonesia's large informal sector population, BTN sees significant potential for KPP. Nixon Napitupulu highlighted that the informal sector is much larger than the formal sector, creating substantial demand for housing loans that can be used for various purposes, including home ownership, business premises, or storage facilities.
BTN has been allocated a supply target of Rp7.5 trillion, although the CEO acknowledged that achieving this full amount might be challenging within the remaining timeframe. However, the bank is confident of surpassing the Rp2 trillion disbursement target. On the demand side, BTN faces a target of Rp2 trillion and is working to exceed Rp1 trillion in disbursements by year-end. The slight delay in realization is attributed to the time required for data collection and processing after the program's announcement.
