Andrinof Chaniago, former Minister/Head of National Development Planning Agency (Bappenas), successfully completed his doctoral studies at Binus University. His dissertation titled "Leadership Function, Learning Organization Culture, and Experience Breadth in Shaping 21st Century Leadership Mindset in SOE Banking Talent" presents significant findings on leadership development in state-owned enterprises.
The research was motivated by global CEOs' acknowledgment that their companies struggle to find new leaders when current ones retire. Andrinof's study reveals that Indonesian SOEs have been successful in producing leaders not only for their internal needs but also for other companies. The Ministry of SOEs has also implemented a National Talent Pool policy to further enhance leadership development.
The research concludes that knowledge-oriented leadership combined with talent development strategies that foster a learning organization culture, supplemented with programmed mentoring and coaching, can create a sufficient pool of talent for 21st-century leadership. While external factors often override competence in Indonesian leadership practices, the study suggests that a merit-based leadership development model can still be effective.
The findings have significant implications for how SOEs approach leadership development. By focusing on creating a culture of continuous learning and implementing structured development programs, SOEs can build a robust pipeline of future leaders. This approach could potentially be replicated by other organizations to address leadership succession challenges.
