Indonesia's Minister of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN), Nusron Wahid, has emphasized that conversion of Sustainable Food Agricultural Land (LP2B) is strictly regulated. Only National Strategic Projects (PSN) and public interests are allowed to convert LP2B, with mandatory land replacement. Violators face criminal penalties according to Law No. 41/2009 Article 44.
The Indonesian government has reinforced its commitment to preserving agricultural land through strict regulations on land conversion. Minister of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN), Nusron Wahid, emphasized that the conversion of Sustainable Food Agricultural Land (LP2B) is not permissible without proper justification.
According to Law No. 41/2009 Article 44, LP2B conversion is only allowed for National Strategic Projects (PSN) and public interests. Even in these cases, conversion is conditional upon replacement of the converted land. This regulation aims to maintain food security while allowing for strategic development projects.
Nusron Wahid warned that arbitrary conversion of LP2B would result in criminal penalties. The government is taking a firm stance to protect agricultural land from unauthorized conversion, signaling a stricter enforcement of existing regulations.
The Minister's statement came during a coordination meeting with regional heads in West Java on December 18, 2025. This meeting demonstrated the government's commitment to implementing the policy consistently across regions and ensuring that local administrations are aligned with national priorities regarding agricultural land preservation.
