Indonesia's Minister of Agrarian Affairs and Spatial Planning/Head of National Land Agency (ATR/BPN), Nusron Wahid, has launched a comprehensive initiative to update the country's land certificates. The program aims to address long-standing issues with overlapping land certificates and outdated land records, particularly those dating back to between 1961 and 1997.
Nusron explained that many of the older land certificates were issued under less sophisticated regulatory frameworks and with inferior technology compared to today's standards. This has led to numerous cases of certificate duplication and boundary disputes, as the original measurements were not always accurately recorded or maintained.
The Minister has urged regional leaders to play an active role in this initiative by instructing local officials, from sub-district heads (camat) to neighborhood leaders (RT/RW), to encourage citizens to come forward and update their land certificates. Nusron stressed that this proactive approach is crucial for preventing potential land conflicts in the future.
The process involves re-measuring and verifying land parcels against existing records to ensure their accuracy and legitimacy. This not only helps in eliminating duplicate certificates but also in securing the rightful ownership of landholders. The Minister emphasized that this measure is essential for maintaining legal certainty and social harmony in communities.
While the initiative is seen as a significant step forward, its success will depend on the cooperation of both regional authorities and local communities. The ATR/BPN will need to ensure that the process is carried out efficiently and transparently to build trust among all stakeholders involved.
