The Financial Services Authority (OJK) has officially introduced new regulations governing the management of dormant or inactive accounts through OJK Regulation (POJK) No. 24/2025. This regulation is designed to standardize account management practices across Indonesia's banking industry while simultaneously enhancing protection for bank customers.
Under the new rules, a bank account will be classified as dormant if there are no transactions or balance inquiries for more than 1,800 days (5 years). This classification applies to all types of bank accounts and covers various activity indicators including deposits, withdrawals, and balance checks. The regulation is mandatory for all commercial banks operating under OJK supervision, effectively creating a uniform national standard for account management.
Dian Ediana Rae, Head of Banking Supervision at OJK, explained that the five-year threshold is legally grounded in Articles 467 and 468 of the Civil Code (KUH Perdata), which govern the statute of limitations on deposit claims. This legal foundation provides strong support for the new regulatory framework, ensuring its enforceability across the banking sector.
The introduction of this regulation is expected to have significant implications for both banks and their customers. For banks, it means implementing uniform account monitoring and management procedures. For consumers, it represents an additional layer of protection through standardized handling of dormant accounts. The regulation demonstrates OJK's commitment to modernizing Indonesia's financial regulatory framework while balancing industry needs with consumer protection requirements.
