Riau Governor Arrested in Major Extortion Case

KPK Conducts Operation Tangkap Tangan

The Corruption Eradication Commission (KPK) launched a significant operation tangkap tangan (OTT) on November 3, 2025, in Riau Province, resulting in the arrest of Governor Abdul Wahid and several other high-ranking officials. The operation was part of an investigation into alleged extortion within the Department of Public Works, Spatial Planning, Housing, Settlement, and Land Affairs (PUPR PKPP) of Riau Province.

Key Findings from the Operation

1. Massive Cash Seizure: KPK seized a total of Rp1.6 billion during the operation, including Rp800 million from the Head of UPT 3 and foreign currency equivalent to Rp800 million from Abdul Wahid's residence in Jakarta.
2. Extortion Mechanism: The investigation revealed a systematic extortion scheme where officials were demanded to pay 2.5% to 5% of project allocations as "fees" to Abdul Wahid.
3. Threats of Dismissal: Abdul Wahid allegedly threatened to dismiss officials who failed to comply with the extortion demands, referred to as "Jatah Preman".
4. Financial Impact: The total amount handed over to Abdul Wahid reached Rp4.05 billion, with subordinates forced to use personal funds, sell assets, or borrow from banks to meet the demands.

Background and Implications

The extortion case unfolded against the backdrop of Riau Province facing a significant budget deficit of Rp1.3 trillion and payment arrears of Rp2.2 trillion in March 2025. Despite these financial challenges, Abdul Wahid continued to demand extortion payments from his subordinates.

The KPK's action demonstrates its commitment to combating corruption at the highest levels of regional governance. The case highlights the need for stronger oversight mechanisms in regional budget management and infrastructure project allocations.
